At a glance
- IMMEX authorization and VAT / IEPS certification are separate workstreams.
- The operating model should guide the application, rather than follow it.
- Readiness includes the people and records that will support the operation after approval.
What an IMMEX authorization represents
IMMEX is Mexico’s program for eligible manufacturing, maquila, and export-service activities. Its authorization process sits with the Secretaría de Economía. The application framework distinguishes operating modalities, including industrial, services, and shelter (albergue). The appropriate route depends on the activity and structure of the project.
Although the phrase “IMMEX certification” is often used in business conversations, it helps to keep the terminology precise. IMMEX authorization and SAT’s VAT / IEPS certification are different procedures. Planning one does not establish approval of the other.

Start with the operation you intend to build
Before assembling an application, describe how the business will work in practical terms. Where will goods arrive? What processing or service will take place? Who owns the equipment and inventory? Where will the finished output go?
A shared process map gives the commercial, customs, finance, and operations teams a common starting point. It also helps reveal inconsistencies between the investment proposal, contracts, premises, and expected movement of goods. These are useful planning questions, rather than a substitute for the current official application requirements.
- Describe the product or service and the intended export flow.
- Identify the entities, locations, equipment, and third parties involved.
- Assign an owner to each customs, accounting, and operational workstream.
- Record open decisions before they become assumptions in the application.
Build a coordinated project file
Treat the application as the expression of an agreed operating plan. Your advisers can identify the current requirements; your project team should make the underlying information consistent and traceable.
A useful internal file connects the project narrative with the supporting contracts, facility information, process descriptions, and responsibility map. Keep versions controlled so that a change in location or production scope is reflected throughout the material.
- Keep one approved description of the project and its production flow.
- Maintain a document register with owners and outstanding items.
- Separate confirmed facts from forecasts and proposals.
- Review the file jointly with the advisers responsible for each discipline.
Plan the handover into ongoing operations
Authorization is a milestone in a longer implementation plan. Decide in advance how the team will maintain its records, review changes, and coordinate reporting. An application assembled by one team can become difficult to operate if the people handling shipments and accounting do not understand the assumptions behind it.
A practical handover includes a responsibility matrix, a working calendar, and a process for escalating exceptions. Revisit that plan when the business introduces a new product, site, or service arrangement.
How Miasky can support the workstream
Miasky helps connect the operating-model discussion, documentation review, and adviser coordination. The objective is to give the project a clear sequence of decisions and a workable division of responsibilities, from initial assessment through implementation.
Bring a short project description, your intended locations, and an outline of the manufacturing or export-service flow to the first conversation. Those materials help define what needs to be evaluated next.
