The essentials

At a glance

  • Begin with a reconciled VAT position and the reason the balance arose.
  • Distinguish a refund request from carrying a balance into future periods.
  • Keep every amount traceable through the application and follow-up process.

Start with the balance, not the refund forecast

A company’s VAT return may produce a credit balance. Article 6 of the VAT Law addresses crediting that balance against VAT in later periods or requesting a refund, subject to its conditions. The team should assess the available treatment before putting an expected receipt into the cash-flow plan.

The first operational question is why the balance arose and how it reconciles with the business. A VAT refund review is distinct from a VAT / IEPS certification application, even when both are relevant to the same manufacturing operation.

Connect the return to the underlying records

Build a bridge between the figures in the return and the transactions that support them. SAT provides a business refund process with supporting documentation and follow-up requirements. An internally consistent file makes it easier for the responsible advisers to assess the claim and identify gaps.

The project team can organize that file around traceability: what happened, which records support it, where it appears in the accounts, and how it was treated in the tax calculation.

  • Reconcile the VAT calculation with the accounting records.
  • Organize invoice, payment, and relevant import documentation.
  • Explain adjustments and differences between periods.
  • Track how previous credit balances were used or requested.

Make recovery readiness part of the monthly routine

A file assembled only when cash becomes urgent is likely to depend on rushed requests across several teams. Instead, define a recurring review that identifies missing evidence while the transactions are still familiar.

Assign owners for accounting reconciliation, supplier documentation, customs information, and adviser review. Keep unresolved items in a shared register and distinguish a documentation problem from a tax-treatment question. Those two issues may need different people to resolve them.

Keep the application and its follow-up together

Maintain a single application record with the submitted file, acknowledgement, open requests, responsible contacts, and the current status. When additional information is required, connect the response to the version of the evidence that was originally reviewed.

A submitted application and an approved refund are different milestones. For internal cash-flow planning, separate the amount under review from an amount that has actually been authorized and received. Set expectations around the evidence available, without assuming a guaranteed outcome or processing time.

How Miasky supports an operational review

Miasky helps coordinate VAT-balance reconciliations, supporting-file preparation, adviser communication, and application follow-up. The work can be organized as a targeted review or as part of a broader operating-coordination engagement.

Start with the relevant returns, a reconciliation of the balance, and an outline of the transactions behind it. That allows the next conversation to focus on the company’s actual position and the information still needed.
